Vii Judicial forum “Judicial system: global and national transformation”
The VII Judicial Forum “Judicial System: Global and National Transformation”, one of the largest and most influential events of the year on Ukraine’s legal market, took place on 15-16 November in Hilton Kyiv and was organised by the Ukrainian Bar Association. This year’s topic of the forum was the transformation of Ukraine’s judicial system under the influence of two factors: technological advancement in judicial process and judicial reform in Ukraine.
This year the event also supported two projects of the Council of Europe “Support in the implementation of the judicial reform in Ukraine” and “Supporting Ukraine in execution of judgments of the European Court of Human Rights”. The program coordinator of the event was Anna Ogrenchuk, member of the Judicial Reform Council under the President of Ukraine, Chairman of the UBA Committee on Procedural Law, Managing Partner of LCF Law Group.
The forum was attended by more than 350 participants and included over 60 speakers, including judges of the Constitutional Court and the Supreme Court of Ukraine, representatives of the High Council of Justice, the Judicial Administration of Ukraine, the High Qualifications Commission of Judges of Ukraine, the Ministry of Justice of Ukraine, legal practitioners, international experts and representatives of the Council of Europe.
The first day of the forum focused on the impact of information technology on the judicial system. In particular, the keynote speaker, Jin Ho Verdonschot, an expert in legal tech and innovation in the field of justice, author of the first online platform for resolving individual disputes Dutch Rechtwijzer (the Netherlands), spoke on information technology and its impact on justice. Also on the first day, the speakers and participants discussed peculiarities of using digital components in the court process and presented work of the first legal-tech start-ups in Ukraine.
The theme of the second day of the forum was the reform of the judicial system of Ukraine. The speakers presented intermediate results and the next steps in implementing judicial reform, expert opinions on the adherence of Ukraine’s judicial reform to the standards and recommendations of the Council of Europe. Also were discussed the first conclusions of the Supreme Court’s activity and the creation of specialised courts, peculiarities of judges’ qualification assessment, current position of the Supreme Court on jurisdictions and the status of Ukraine in the international judicial arena.
