On March 30, the Verkhovna Rada Committee on Energy and Utility Services held a roundtable discussion on “Development of Distributed Green Generation and Self-Production of Electricity as an Element of the Modern Energy System”. The discussion was attended by MPs of Ukraine – members of the Committee, representatives of the Ministry of Energy, the State Agency on Energy Efficiency and Energy Saving, the National Energy and Utilities Regulatory Commission, NPC Ukrenergo, and NGOs. Ivan Bondarchuk, Counsel, Head of energy at LCF, member of the board of the Ukrainian Wind Energy Association, joined the discussion.

According to the Ministry of Energy, in the fall-winter period of 2022-2023, Ukraine’s power system withstood more than 30 enemy shelling. 24 power plants and about 45% of the infrastructure of NPC Ukrenergo were damaged. This resulted to long power shortages. The creation of a distributed power generation network, that is a system of energy production and transmission that involves a large number of consumers generating electricity for their own consumption and supplying to the distribution grids can protect the country from a repeat of this scenario. Such a network should consist of hundreds of small power plants. This will help our power system diversify generation and protect energy facilities from large-scale damage.

The roundtable participants discussed the opportunities for building a modern energy system in Ukraine with a high level of security of energy supply, the role of prosumers in this system, and familiarized themselves with legislative developments aimed at regulating these issues.
