At Energy Week Black Sea 2026 in Bucharest, Ukraine was a focal point in regional discussions on energy security and investment.

Ivan Bondarchuk, Partner and Head of Energy & Projects at LCF Law Group and and Deputy Chairman of the Ukrainian Wind Energy Association, presented “2026 — A Critical Year for the Recovery of Ukraine’s Energy Infrastructure: Challenges and Opportunities,” addressing both strategic plans and operational realities.

Currently, 56% of installed wind capacity, or 2.3 GW, is in temporarily occupied territories. The market has shown resilience by shifting development to western Ukraine while maintaining activity in the south. Since the start of the full-scale war, 572 MW have been commissioned, over 700 MW are under construction, and more than 500 MW of BESS are being developed. The project pipeline exceeds 4 GW, with about 50% of investments secured from international investors.

Despite wartime challenges, Ukraine remains attractive for energy investment, offering a well-developed energy system and an active development market. The country has proven its ability to implement projects during the war. The next priority is to scale up investment, which is vital for both Ukraine and regional energy stability.

The discussion highlighted the need for 2026 to mark a shift from transactional approaches to strategic partnerships. In the current risk economy, professional risk structuring is essential, using joint development models, JDA/DSA arrangements, bankable PPAs, and insurance and regulatory safeguards.
